For the reasons expressed in Brown v. Herald Co., 464 U. S. 928 (1983), we would deny the petition for writ of mandamus ‍​‌​‌​​​‌​‌​​‌​​‌‌‌‌​​‌‌‌‌​‌‌​​​‌‌‌​​‌‌​​‌​​‌​​​​‍without reaching the merits of the motion to proceed in forma pauperis.
