The judgment of the district court denying a writ of habeas corpus is affirmed by an equally divided vote of the ‍​‌​​​‌‌‌​‌​​‌​​​​‌​​‌‌​​​​​‌‌‌​‌​‌‌‌​‌​‌‌‌​​​​‌​‍Court. In light of the grant of rehearing en banc, the majority and dissenting opinions ‍​‌​​​‌‌‌​‌​​‌​​​​‌​​‌‌​​​​​‌‌‌​‌​‌‌‌​‌​‌‌‌​​​​‌​‍at the panel level are withdrawn.
