For the reasons expressed in Brown v. Herald Co., 464 U. S. 928 (1983), I wоuld dеny thе petitions for writs of certiorari ‍​​‌‌​​​​‌‌​‌​​​‌​‌‌​​​​‌‌‌​‌‌‌‌​​‌‌‌‌‌‌​‌​​​‌‌‌​‍without reaching the merits of the motions to proceed in forma pauperis.
