The applicant, Harrison Faulcon, was indicted for the crime of larceny. On May 17, 1962, he was arraigned before the Criminal Court of Baltimore and pleaded guilty. On November 2, 1962, judgment was entered against Faulcon, and he was sentenced to a term of eighteen months in the Maryland House of Correction, beginning April 25, 1962. Subsequently, on June 21, 1963, Judge Byrnes, after a hearing held on March 11, 1963, found Faulcon to be a defective delinquent under Article 3IB of the Annotated Code of Maryland.
