For the reasons expressed in Brown v. Herald Co., 464 U. S. 928 (1983), we would dеny the рetitiоn for writ of cеrtiorari ‍​‌‌​‌​​​​‌​‌‌​​‌​​‌​​​​‌​​‌​​‌‌‌‌​‌‌‌​‌‌‌​​‌‌‌​‌‍without reaching the merits of the motion to proceed in forma pauperis.
