The sole question is whether the City of Yaldosta may lawfully bid on and purchase property offered for sale under executions issued by it to collect assessments for street paving. The act of the General Assembly applicable expressly to the City of Yaldosta, approved August 6, 1921 (Ga. Laws 1921, p. 1106 et seq.), provides (sec. 9) that when, under the “Oklahoma plan” provided in that act, paving is authorized by and laid under the authority of the city, assessments to pay for the same are “liens against the lots and tracts of land so assessed.” Section 11 provides for payment
