The motion for leave ‍​‌​​‌‌​​‌‌‌‌​‌​‌​‌​​‌‌​​​​‌​‌​​​​‌‌‌‌​​‌​​​‌‌​‌‌​‌​​​‌​​​​‌​‌​​‌​‌‌‌‌​‌‌‌‌‌‌​​‌​‌‌​​‌‌‌‌​‌‌​‌​​​‍to proceed in forma pauperis and the petition for writ ‍​‌​​‌‌​​‌‌‌‌​‌​‌​‌​​‌‌​​​​‌​‌​​​​‌‌‌‌​​‌​​​‌‌​‌‌​‌​​​‌​​​​‌​‌​​‌​‌‌‌‌​‌‌‌‌‌‌​​‌​‌‌​​‌‌‌‌​‌‌​‌​​​‍of certiorari are granted.
