For the reasons discussed in the consolidated case of Christopher Cole, et al. v. State of Louisiana, through DOTD, 99-912 (La.App. 3 Cir. 12/22/99), 755 So.2d 315, the judgment of the trial court is affirmed. Costs in the amount of $1,247.01 are assessed to appellant, DOTD.
